tonight. steve harrigan, virginia beach. charmin scedy live in chat that mass morris. first to kill delve hills in north carolina and our jonathan serrie is standing by. what do people there say they are expecting? >> well, shep, i have been using my pocket wind meter clocking winds right now 26 miles per hour. understand the brunt of the storm is still hours away. residents here are hoping that the storm will only sideswipe the outer banks but they anticipate there is a very good chance that the storm will move further inland and that they may be experiencing tropical storm force winds easily but quite possibly hurricane force winds in excess of 74 miles per hour, shep. >> shepard: how confident are officials there in north carolina that everybody is as ready as they are going to be for this thing? >> state officials are very confident that people have taken the proper precautions by and large the tourists who have been urged to evacuate the outer banks have already left and local residents who decided to hunker down, we watched them as they stocked up at local grocery and hardware store

125 miles east of virginia beach, by 2:00 p.m. about 125 miles due east of ocean city. that is when we can expect some of the biggest effects. a tropical storm warning is in effect for the peninsula and the beaches along here. we have occurred came watch. -- a hurricane watch. more detail, coming up. >> thank you. amtrak announced that hurricane earl oil is impacting some of their areas. the delays and cancellations are expected to continue through saturday. if you have a trip scheduled, call ahead. the storm could not have come at a worse time with so many vacationers already settled for labor day. thousands more are anxiously waiting to decide. a state of emergency is the last thing they want. chris continues the coverage from ocean city. how are people handling this uncertainty? >> some are trying to understand the today before the storm arrives, but having to work around the city crews who are standing up things like this fence. this is just one example of preparations across this part of town. >> yet, i am a little scared. >> a deceptively calm start to the day in ocean city as pr

of water. earl's powerful gusts and driving rains are now being felt in southeastern virginia and moving up the coast. we have complete coverage of hurricane earl. ron mott in north carolina, weather channel's mike seidel on long island, new york, nbc's michelle franzen in cape cod, still wounding what is going to happen there. let's begin with nbc meteorologist bill karins come have been worse but still some problems, bill? >> yeah, tell you, we had a category 4 at this time yesterday and very fearful what was going to happen in the carolinas and eventually up in cape cod. the storm weakened a little bit more than expected yesterday afternoon and evening that set the stage for the damage that miner in the eastern carolinas much the storm is continuing to pass to the north-northeast, wait for the new advisory from the hurricane center, later than kip cal with it. 11:00 advisory, usually a couple minutes early. actually, we just heard just came in, now down to a category 1 intensity. the weakening trend has continued with this storm. that shouldn't be a big surprise. we haven't

like virginia beach, richmond getting some rain now, lower eastern shore get something rain. i know it looks impressive like we're getting a lot of rain here in washington but we're really not. there are some sprinkles not too far away. it is really racing at about 18 miles per hour. it will be out of here later this afternoon. we'll get some clearing out here to the west. let's get to our hd radar and take a closer look and show you the shower activity. here we are in washington. a few light sprinkles out to our west and more impressive bands of rain socialed with earl just off it our south and east. if you are down across southern maryland, down towards leonardtown, you might see light showers each of richmond and aross the lower eastern shore. you will get some rain showers and some winds particularly along the beaches. we'll get winds up to about 40 to 50 miles per hour as that storm races off to the north and east. the worst of it down at the beaches will be later this morning, four or five hours from now as the storm continues to track off not north and east. wind not too impr

discontinued south of here. hurricane warnings still to the north carolina-virginia border. we've got tropical storm watches and warnings. and then for new england, we have hurricane warnings, because there is a very good possibility that earl could strike nantucket, jutting out there into the atlantic. again, the storm surge is about 2 to 3 feet, maybe 4 in some sections. five really in unusual areas. and again, this system is very tightly packed. it is raining but there's dry air to the north and so it's having a little trouble getting the northern fringes of the storm up into the new york area right now. rainfall amounts generally about 3 to four inches, some areas may pick up 5 to 6 inches and as you can see offshore of new england the rainfall amounts go over the rain bucket more than ten inches of rain. so a very potent storm still. still a dangerous storm, but as you said it could have been a lot worse. back to you. >> thank you, al. we'll check back in a couple of minutes. let's go down the coast about 50 miles. jim cantore is in cape hatteras. jim, how's it looking there? >> reporter:
